Could not obtain PCC in time

Hi All:
        I filed for PCC at CGNY on Jan 18th and have to leave for india on Feb 20th. So far, i havenot heard from CGNY. Apparently, they are still waiting fot the clearance from india.
   What are my options if i donot get PCC before leaving for india. Can CCGNY issue PCC at their discretion. Has anybody ever approached the powers to be at CGNY.

PCC - 30 day time limit.

at the SF consulate, the vice consul said that they would issue the PCC after 30 days irrespective of the response from the RPO. Contact the VC at CGNY and talk to them. I think this is some sort of rule that they have.
