Could H1b visa quota be a blessing in disguise?

Does reaching the h1b quota mean more adjudicators for EB I-485 applications?

Any thoughts?

i think those adjudicators have been promised for 140 which has been held up for so long anyways.

but you never know, the 485 backlog might decrease creating an 140 backlog.

Once the H1 quota is filled there will be plenty on Refugee,Asylee cases to which IIOs can be reassigned.

especially since the fedral judge passed a judment in favour of the asylees law suit, USCIS will have to process their 485 right away by the order of the fedral judge.
