Could anyone tell me which newspaper is qualified to post the LC ad at Pittsburgh

It depends on the position. For some jobs, no local newspaper is good enough. A senior VP of Finance may need to be advertised in the Wall Street Journal and a MD researcher job may need to be advertised in a journal. It all depends.

If you are just looking for print media then any Newspaper with city/area wide circulation like "Pittsburgh Post-Gazette" is OK
