COUDN"T RECIVE GREEN CARD

Hi I came to US with green card and I have received welcome notice three times but still didn’t get my green card I keep on calling national service center and I have been told that the card had been returned back to them and have been asked for address confermation i did so and the person on phone told me that I will get it within two months but I didn’t I called national visa center again and I have been told they have sent it and I need to fill I 90b form I did so and I have been notified with letter I have to file I 90 form as lost stolen or damaged including $260 is that the way if anyone who have the same experience. please :( :(
 
You called the 1800 number for USCIS.
But do you know to which Service center your application was sent to ? If you do, contact them directly.

My experience : bought a house in CT before my CP interview. Living in MA before. At POE, IO refused / couldn't ( I don't know ) make the change to my CT address. ( the GC arrives in the letter with the label " return service requested" : if your address has changed, the GC goes back to the Center ! )
I called the USCIS number. I also filed the AR 11. And I sent a letter to the service center where my application was sent to.
