converting J-1 to B-2 visa in US

Hello, people.
I'm staying in the US on J-1 visa which expires in March 2006 if i don't extend it to the same type. But I was wondering if it's possible to change it to a B-2 visa for travelling. I want to know where I can address my case - consulate, lawyer and when I need to apply because it probably takes more time.

no J1 usuaally has 2 yr home country residence requirements and canmnot be changed to any other visa unless you get a waiver from home country.
