Converting from RIR EB2 to PERM EB2

My RIR EB2 was filed July 2004 in Boston. We are planning to file PERM EB2 next month.

When filing for PERM, should we request for the old priority date or request a new one. I heard that requesting for the old one would delay the PERM approval prcoess. I am in the Boston area and am in my 4th year of H1B.

Also, there is a new PERM FAQ posted on this site dated Aug 12th, saying that if Pre-PERM applicants apply for PERM, the old application has to be withdrawn. Any issues with this? Is there any disadvantage to me as a new PERM applicant.

Even if you do not request PD anyway it is taking long time for DOL to make a decision. As the DOL came up with this new rule of one LC per one employee from one employer and possible retrogression for EB2 in December I suggest that you convert your case and not file new one.
