Conversion of status from H4 to F1.

Hi,
I am on H1 and recently my perm approved and I need to file I140 application.
My daughter on H4 currently studying at UNT needs to convert to F1 as she is turning 21 next year.
What is best option to convert considering filing for COS within US can be construed as "Dual intent" misuse as F1 is strictly non immigrant visa.
Going to India and stamping F1 may be ok but recently US consulates have stopped adding visa appointment slots?
Pls advice.

It’s common for aging out H4 dependents to change status to F1. I wouldn’t worry about the intent issue.
