conversion from non-RIR to RIR (howto)

As far as I understand DOL has essentially stopped the processing of non-RIR cases.
What is the procedure to convert a case to RIR ?
How many ads and what coverage is typically required ?
What are the documentation requirements regarding the reasons why certain applicants were rejected ?
 
For some SESA-s this seems to be the only reasonable way to do something.

Q: Lets's say company applied for non-RIR LC for an emploee. Then company is considering to convert it to RIR to hopefully speed up things (in some states the diff is 1.5 years). Does the company has to notify DOL of it's intention to convert to RIR, get some kind of approval from them and then start the 6 month AD company? Or is it possible to start the AD company and if the results prove to be positive (meaning, a skilled laywer says this case has a high chance of being cleared at DOL) then convert it to RIR?
 
Louisiana SESA

Has anybody experience with the SESA in Louisiana and the Dallas regional office ? Are there any specifics ?
They seem to work in secrecy, unlike other places there is no website with the local requirements.

(Especially in the Dallas regional office it seems to make a huge difference, supposedly they are at 1/2000 ! for non-rir cases and 8/2001 for RIR.)
 
Do not convert to RIR. DOL is rejecting all RIR cases irrespective of no. of ads placed or if your company has not done any layoffs

This job is not in the IT business but in healthcare, there have been no layoffs. Where is your information from ?
 
Where did you get the information that RIR cases for IT are being rejected?

And for Pete's sake, does anybody have any information about conversion to RIR?

RIR rejections

Apparently the Boston DOL office in an act of summary justice rejected all IT related RIR applications.
