Conversion from CP to AOS/485

I got my I-140 approved in Oct\'2001. NVC Sent pkt3 in Nov\'2001. Still I haven\'t sent the pkt3 to the consulate. Is there any time limit to send the pkt3 to consulate? Now if I want to file AOS/485 here instead of going for CP. What are the consequences of it. Will it be delayed? Do I need to file any other forms? Can somebody explain on this. I heard that my I-140 is already in the consulate and it may take extra time to bring it back to INS. Is it true? Please help!!!

Just file I-485 with INS and follow carefully all instructions. Make sure that you are eligible for AOS though.
