Continuing Commitment=Permanent position?

My boss wrote "There is continuing commitment for this position....". Do you think it is equivalent to "PERMANENT POSITION"??? Thanks -
 
There has been a flood of RFEs from NSC on EB1-OR petitions for verifying permanent employment. The safest bet is to explicitly mention permanent employment. Also, the letter must be an offer letter from the employer to the employee. Documentation should also be included that authorizes the person signing the letter to make such an offer of permanent employment. Additional letters from HR and higherups describing the position as permanent should also be included. I realize that some universities use "continuing appointments" instead of "permanent appointments". They are the same but this should also be clarified in some letter.
