Contacting an Ambassador? Waivers?

Is there any way of doing this or do you have to be a US citizen only or green card holder only? Am at a dead end street here. Contacted a lawyer about reopening my case he said, since its been over 2 years its a bit late. And I should get a waiver, but I know the chances of that. No idea who actly reviews a waiver and I think you got to wait 5 years before you can actly do one? To get approved. I know its beyond hard and all but **** its really hard to do anything. So far i've written a book on my life. everyone i tell my story to is touched and all. I just need someone to talk to whos way up there at some embassy or immigration. i just hate being put in a system like the rest of the world and waiting times and what not. Before we know it we are all 50 or 60 years old and there goes our lifes.

Just need an embassy that you can actly talk to an ambassador I did try at one Embassy they said no cause am not a GC holder or a US citizen, even tho I should be. Am getting really sick and tired of this. Honestly it sucks big time.
