I contacted Patty Kim from Ashoo's office last Firday. Last time CSC responded "we are working very hard to reduce backlogs, I140 included" and I think that does not address our burning question at all to be able to use AC21 to go to the next employer in case of payoff, etc.
Patty satrted saying that CSC's response was sufficient. As regards to AC21, they have had many talks to CSC and the answer is always "I140 has to be approved before AC21 applies". She said she had no problem issuing something in print about that. LOL!
I kept asking her to issue another inquiry into CSC specifially asking about AC21 applicibility. I told her that she should press CSC to liberally interpret AC21 to help us who might be losing their entire three-year green card process as soon as tomorrow, due to the fault of CSC!
Her opinions are mainly from goverment or higer level point of view, without much caring for minorities or people who have these buring problems and can't sleep at night. For example, she said she understands CSC has to "try out" the pilot program before being able to identify a more efficient way so eventually more people would benefit. She does not care much about the unfairness. She also said the offices get requests from all different immigration areas, from citizenships to family reunion to I485. She cannot comment solely on I140, since CIS has to prioritize all these. She herself sound like a government official.
I was on the phone with her for more than 20 minutes. She eventually agreed to issue another letter to CSC asking for clearification on AC21, as a curtesy.
Any comments? We need more people to call her to follow up the AC21 question. 650-323-3498.
