Contact Department of State regarding CP?

My father's I-130 was approved several months ago and the lether said he would hear from the Department of State within 30 days regarding the next steps. It's been more than three mttnhs and he has not received anything. The case may be languishing somehwere or the letter may be lost in the mail. Is there any way I can contact the DS to inquire about his case?
