Was curious, supposing you were clearly exempt from 212(e). You are not involved in medicine at all, your country is not listed on the skills list, and all your funding comes from (1) personal funds, or (2) the school that sponsors you.

Is it still possible to get a dumb stubborn consulate or border official to mark you down as obligated towards the 2-year residency requirement? In any case, what is the procedure? Do they ask you a series of questions, look at the DS2019 and then make a decision? Is there any discussion, can you convince them (with supporting documents)? After they mark it, can you argue and perhaps make them change it? Do they make a determination pretty much on the spot without talking to you? Are they usually very knowledgeable about the laws and regulations?
