Can i try to contact with different congressman(not in my local area) to make a case inquiry. I was told that i can only contact with person who takes care of your local district. Is that right?

My employer is in different district as my residence, so I also tried the congressman in my employer district. He was helpful obtaining the status inquiry, better than the one in our district.
