Confusion - H1B Starts new Company - How do you hire CEO?

Well, I have gone thru lot of threads here and finally came to some assumptions. Please correct me if I am wrong here:

1) A person who is on H1 can start a new Company (say LLC)?

2) And that person CANNOT work for that company (as he needs authorization to work)?

3) Once the Company is established, he can hire a GC holder/US Citizen as a CEO of the company and that CEO can run the company?

Ok now, I read in some thread in this forum that I cannot even take the GARBAGE CAN out of the company (I mean to say I cannot do a small work for the company).

My question/confusion is that, lets say I am on H1 and started my new LLC company and hired a new CEO who has a GC.

Now hiring a person as CEO of the company is also like doing some kind of work for the company, RIGHT? Is it permissible? Can someone clarify me on this how it works?
