I am getting confused about the issue of consulate processing (CP). In
the I-140 approval notice, it says that "We have sent it to the VSC. VSC
processes all approved immigration visa petition that need consulate
action. It determines which consulate post is the appropriate consulate to
complete visa processing. The VSC then will forward the approved petition
to that consulate."
In this site, several people say that their files were transferred
to a consulate without any advanced notice. I wonder whther the above
sentences mean the I-140 approval is valid solely for CP and the whole I-140 package has left the Vermont SC, therefore the I-185 becomes unacceptable? Or sending a notice to the VSC is a routine as we filled the related item, and the Vermont can still process our case as long as we do not file CP?
