Conditions for Labor application

I am currently on an OPT. The question I have is if I can apply for my Labor at this stage. And then apply for the I-140 and I-485 when I get my H-1. Alterntely, can I also apply for the I-140 without getting my H-1. Any feedback is appreciated.

Your GC and H1 are independant processes. IT is possible for you to file your LC right now and apply 140/485 when LC is approved and priority date is current.

In the meanwhile if you need to move over from OPT to H1 that is fine. It will not have any impact on your GC process.
