conditional permanent resident traveling out of U.S.

My wife has received the approval letter for the conditional permanent resident in early September. Her sister is getting married next month in China and she hopes she can attend. In the approval letter it says “if you need to travel out of the country for emergent reason before you receive the green card, please visit one of the USCIS office” and I assume they are talking about the I-551 stamp on her passport. What are the requirements of getting the I-551 stamp so she can travel? Will they need some kind of proof for the emergent reason?
