concurrent processing/I485?

Hi,
My employer said that legally they could not file I140 at any other service centre besides Texas, although the employer has offices in California and Arlington - becasue of legal issues.
Is this true?
Also - can the employer deny my request for concurrent processing?

You are on H1B(bonded labor), the employer is paying you your salary, so who should listen to whom?

You cannot do anything(except to quit ofcourse) incase your employer does not want to file 140/concurrent at another center.
 
I think you can only file in the center that covers the state in which you are intended to be employed. If your intended employment is in Texas, your employer can't file anywhere else.
