Concurrent I-140 and I-485 outside U.S. ?

Hi

I've never been in U.S. Now I'm going to fill I140 EB1 - EA. I hope you can give me some help.

I have 2 questions:

- How to choose Service Center after I don’t have to have an employer?
(from www.ins.gov :” All I-140 petitions must be filed at the INS Regional Service Center that has jurisdiction over the place where the individual will work.” – At this moment I don’t know where I will work.

- Can I submit concurrent I-140 and I-485? (at U.S. Consulate’s website there’s no such information)

1) Choose one. Don't pick Texas.

2) You can't file an I-485 because you do not have a status in the US. You must do Consular Processing.
