Concurrent filing: Effective Processing date is which? I-485 or I-140?

As of the most recent processing updates by the NSC center. Their processing of I-485 is now August 10, 2006. Regarding the I-140 EB2-NIW, it stands at June 01, 2006.

How comes I-485 is ahead of I-140 in processing when there are concurrent cases filed in June and July for which the I-140 has not been even touched!

Which is the effective processing date in a concurrent case? Is it the processing date of I-485 or that of the I-140?
 
I guess it should be based on I-140, since you need an approved I-140 first to get an I-485 approval. However, some friends on this forum mentioned it happened before that some concurrent cases got both I-140 and I-485 approvals at the same time.
 
Thanks CD4Help. It seems there is no correct answer to my question and that anything can happen basicly. I have checked cases at trackitt and it seems that some cases are approved together. Others, their I-485 concurrently filed is way outside the posted processing dates for I-485.
