concurrent filing after PERM approval

guys i really need input , i am a physician and i qualify to file EB2 in PERM. i do have an old RIR application buried under BEC (pd mar2004), my dilemma is whether to file new or convert old one
is it possible to file for 140/ CP concurrently after LC gets approved from PERM. that way i don't have to worry about retrogresion in EB2 or one has to wait for 140 approval before filing CP
( i know one can file 140/485 together but because of my J1 visa i can't do it before 3 years are over)
 
lalala:

1. To apply for CP, one has to have an approved i 140. There is no concurrent filling for I 140/CP
2. One cannot file for I 485 or CP unless the 3 year waiver is complete.

Let us hope that EB2 does not retrogress for a while or never (wishful thinking).
