Concerned friend needs some help.

Hello everybody.

I have a friend who has been going through a lot lately, and I desperately want to help him out. Here is the story:
(for this purpose, Bob will be the name of my friend)

Bob is 17 years old. He came to the U.S. with his mother, on a temporary visa, when he was about 4.
His mom found work here, and decided to stay, and for some reason known only to her, she did not try to extend her visa, so she just let it expire.
While here, she had another child, David, with a non-citizen. The relationship did not last long, so mom, and 2 sons were left alone.
All this was fine and dandy until about a week ago, when Bob's mom died. He now lives with his brother's dad (who isn't the most caring or reliable person in the world) and his wife and child. He does not have any papers, just like his step dad.

Here is where the problem comes in: Bob is turning 18 in about 6 months, at which point he will most likely have to move out. Without any papers, he will have a hard time. He will not be able to get a legitimate job, drive, or officially rent an apartment. I really want to help him, but I do not know how. I am only 16, so I could not sponsor him, but I would like to learn what he can do so that I can help him.
Is there anything he can do to get his papers? Anything I can do? Is the only option to live without papers and hope no one finds out? I would really appreciate any advice/help/suggestions on this matter as soon as possible. I care for him like a brother and can't see him go through this, especially not alone.
