Concern over H1-b renewals

Hey eveyone outhere,

I am in a kinda fix, I was wondering is there a way that I can have a H1B application pending from one employer and still look for a job with some other employer and can I transfer from one employer to another without actually getting the H1B visa in hand.
Coz, once I apply for an H1B with one employer, I will only be able to work from say start of Oct'04..right and In the mean time if I find another well paid or better job for instance can I transfer the application from one employer to another before veen getting approved.

My H1-b is expiring in November and I've just read the new regulations. If the renewal paperwork is sent in on Monday, will I be able to get renewed without having to leave the country? I have read in other posts here that the new regulations only apply to getting the actual visa in your passport and not to getting the work authorisation, is that correct??

Follow question

OK, I see that the July 16 date is only for those that need to have the visa in their passport and that you can still work on with the approval notice.
My question is: Is the application process still going to be the same? What documents need to be filled out, paperwork sent, etc.
If its still the same, can I send a notorised photocopy of the I-797 in place of the original one (my employer has misplaced it!!)
