I am ready to send in response to NIW RFE from VSC. However, I am wondering if I shall include the previous petition letter as well, because it says on USCIS's website that "Submit as complete a packet as possible so the case can be adjudicated from what you submit. Submit a complete packet of information for each petition or application. If officers have to review prior files or records, the adjudication of the case can be delayed substantially."
