Company shut down 8 weeks ago. Can I transfer H-1B to new company.

I am on H-1B. My company shut down 8 weeks ago to get more funding. I remain their employee on papers but have not received any paychecks since then. I have another offer and would like to know, if I can get the letter from the company explaining my leave, would I be able to transfer my H1-B being remained in the states. I would appreciate a quick response.

You are not on leave, you are unemployed and out of status. Transfer after this length of time is not possible. A new petition requires consular processing.
