Well, I had approached Congresswoman for help with Name Change Cases. Her Office replied that only solution is to file amended I-140. INS has no immediate plans for a memo/regulation on such cases.
I called up VSC to link amended I-140 to 485 but VSC cannot locate any amended I-140 eventhough my company says they filed one in April last week.
So I am just waiting till I get a I-140 receipt may be in another 2-3 weeks time. I do not have any great hopes as of now.

I can understand your frustration. I do not know how INS can tell some
people that regulations/memo are coming soon and say the exact opposite to others.
What can I say. I thank you for your active posts on this issue
Seems there is no pressure on INS to release the guidelines soon though
they apparently have a lot of time to work on the premium processing
regulations

Well we do not have any political pull or money influence. So their attitude to us is just shut up and wait till we are ready for you. They already had a round of 245i, now they are pushing for another round of it. Premium processing brings money to INS coffers. We have no lobby (lawyer / employer / congress ) to push our case. what can we do?

vsc9909 I 100% fully agree with you on this issue
VSC also should be given very high marks for using AC21
to further delay a selective few company name change cases
while approving others (there is no rhyme or reason for their actions)

You should be getting it in next couple of days. Mine was filed on April 25th and today I came to know that they got the receipt. Hopefully u will get it soon. Employee service desk can tell you on what date exactly they filed for you.
