company name change case I-140 redo

I am seeing a lot of refiling I-140 by those people whose cases has been pending with INS due to company name change cases even though INS did not ask them to refile.

Is it a step everybody is taking to do everything they can do lift hold on their application or is there any justification to this process.

Please let me know if refiling I-140 proactively will somehow help...
