According to the information from below link, does DV winner need "AFFIDAVIT OF SUPPORT & U.S. FEDERAL INCOME TAX RETURN (FORM 1040) when interview"??

That information is NOT specific to the DV process - so be careful in relying on that information.

The notes regarding Affidavit of Support relate to a sponsor/petitioner who is completing an I-864 form - which is NOT required for the DV process. So NO the winner does not need a 1040 for the interview and the petitioner in a DV case is the selectee.
