Coming on businees visa while H1 is approved

My brother in law is in a strange situtation. He works as an IT professional in B'lore. His company had applied for his H1 and is currently approved. However he has got an interview date only for end of Feb 2006 for visa stamping.
Becuase of such long delay his company wants to send him to US before that for three weeks on a business visa.

If he goes for B1 does he have to tell about H1 ?
Will it have any impact on his business visa ?
Will it create problem for him when he goes for H1 interview ?

It depends on the purpose of your B-I-L's visit to the US.

If he comes using B visa, what would he be doing in the US trip ?
