Combining CP & Marriage - documentation

Folks who combined marriage and CP (or are planning to), could you please clarify these.

a) Would the spouse need to submit IRS9003, if they have never been in US before ?
b) Do we submit a revised DS230 part 1 and OF169, including spouse for self at the time of applying for her/interview (as original did not have this)
c) I 134. Do we prepare this in advance and take it from here ? The legality is that you would be mentioning someone as a spouse, but you are not yet married to her/him.
d) Is it better to mail in her application or go to the consulate in person ?

    Yes.
b) Do we submit a revised DS230 part 1 and OF169, including spouse for self at the time of applying for her/interview (as original did not have this)
    OF169 and only DS230 Part 1 for Spouse. Your DS230 Part 1 need not be sent if your interview is already over.
c) I 134. Do we prepare this in advance and take it from here ? The legality is that you would be mentioning someone as a spouse, but you are not yet married to her/him.
    You should prepare I-134 in India and get it notarized at US Consulate in India. Any other notarization in India is not valid.
If you return to US before your spouse\'s interview, you could prepare
I-134 in US, get it notarized and send it for your spouse\'s interview.
d) Is it better to mail in her application or go to the consulate in person ?
    Mailing spouse\'s packet is enough.

Adding fiance\'s name in Packet III

I will be receiving my Packet III from NVC in short time..
mean while I am visiting INDIA for bride hunting!!.. I was
wondering if I can do one of the following

(1)Add my fiance\'s name in Packet III, so that both of us
will get interview date together (get married before the CP
interview )

(2)After getting engaged, register as if marriage was done!!
and get marriage certificate (playing with the system little
bit).. Fill up the Packet III with this marriage certificate
so that both will get interviwed at the same time.. Is this
safe ??

>>I assume you mean a registered marriage ? As far as I understand this takes about a month +. The other way out is to have a relegious ceremony and then get a certificate from a magistrate/registrar. Anyways, either way this becomes you legal wedding. Anything afterwards is not. Now which one you want to consider "valid" is up to you and your spouse :-)
