Very good discussion is going on at IV. Some members are thinking to file lawsuit against USCIS for wasting the visas over last 10 years. Some one nicely pointed out that there were no provision that prevent USCIS not to recapture unused visa to next year (Only clear provision in DV lottery).

If recapture of unused visa is absolutely bound by law, how come Adm fix letter campaign help for recapture unused visa without changing law?. If law has not clear language, lawsuit can be easily won.
I think, people waiting for GC, should seriously think about this lawsuit.
I also in favor to lawsuit to USCIS for discriminatory per-country quota.
As per the US legal system, if any law is not consistent with US constitution , Supreme court can order to change that law at any time.
US constitution has clear provisions for non-discrimination based on race, religion, country of origin, sex, etc etc.
