i have new status now mine is labour Substitution
am not sure what is preliminary processing means is that means ???

process this kind of case. However because preliminary processing was
complete, the remaining processing time will be less than the maximum stated
in this message. You will receive a written decision on this case
 
It only means that your case is an ongoing process and has been checked by an officer before and the rfe response will go directly go to the officer.
Nothing to worry here.
