Ciudad Juarez, Mexico - no more accepting visa application???

I have come to know that Ciudad Juarez, Mexico is no more accepting the visa applications from third country nationals. Only
mexican citizens are allowed to apply for visa there.

Following is an excerpt from an e-mail sent by the Interntational Student Office of an US university to all of its international students.

1. Can someone else also confirm the same news.

2. Does it mean the people who made their appointments before Nov. 1 are also not able to goto Mexico for stamping.

This was in the web page of the Ciudad Juarez consulate:
As of November 1, 2002, the U.S. Consulate General in Ciudad Juarez will no longer accept applications for nonimmigrant visas from non-Mexican nationals, except for: 1) those who have Mexican legal residency/work permits; 2) some continuing F1 students. Appointments accepted and scheduled before the cut-off date are still valid.
