Citizenship - why there is a difference in when one can apply?

Is it true if you got GC through family based then you can apply for citizenship after 3 years? While in Employment based you can only apply after 5 years. What is the justification here?

the reason is before u become permanent resident u must have temporary(conditional) residence for 2 yrs so 2+3=6 uppss!!

I think that 3 years\' waiting time fro citizenship include
2 years conditional residence. So the total time is indeed
3 years.

Alien Number

I got my Green Card today but the Alien number is different from the one in I-485 reciept. They add "0" in front of it and it become a 9-digit number. It was AXX-XXX-XXX, but now is 0xx-xxx-xxx. Is this O.K.? SHould I file a I-90?
