Citizenship timeline requirement

This seems a little confusing to me.
I recd the GC thro I130 in AUg '98 and dates of entry / exit to the US are as below:

Entry Exit Duration in US
Aug 98 Dec 98 4 months
Dec 99 Dec 99 15 days (11 months 15 days outside US)
Mar 02 since then (2 years outside US thro Re-Entry permit)

When can I file for GC? Mar 2007 (counting 5 years from entry in Mar 02) or Mar 2006 (counting 4 years from entry and 364 days before that) assuming that I do not leave the US till citizenship filing.

4 Years 9 months from the last day entered after the 2 year Re-entry.

I have been following your posts for quite a while now. I like your no bs responses and stating the truth as is style.

Recently there has been some activity around helping the V visa be made more practicable. (www.united4life.org).

What is your gut feeling, do you think these bills will become a law? If so by when?
