Here's the deal, my dad fits all of the requirements of ACT 301(g) - NATIONALS AND CITIZENS OF THE UNITED STATES AT BIRTH

My dad was born Nov. 1952 outside the US, his dad was a US Citizen, his mom was not and he lived in the US for more than 10 years (he served in the Army).
From what I understand the act of 1994 removed the requirement that the child born outside the US had to have lived in the US for ?? years before he reached the age of ???. correct?
So now that I have this information, how should my dad go about recovering his US Citizenship?
