Tell them what to do :)

For any official application, I have my photos taken at a one-hour photo shop here in Washington state. This is a stand-alone outlet, not part of some Sears or Walgreens.

The proprietor knows what he's doing. I've had photos taken for various applications, including an Indian Passport, and my N-400 form.

Finding a similar shop in your area might be a good bet.

I go to the "Nails" shop in the Walmart at MacArthur Marketplace (near 635 and MacArthur in Las Colinas). It's right beside the Walmart "Photo Studio" when you walk in the Grocery door.

It's very near my office and they do a variety of photo formats (in particular, Canadian Passports :) ). And, they are cheap.

You don't need to spend a lot of money on these pictures, they just have to meet the specs.

I've had better luck with the Nail folks than I've had with "professional" photographers.

You'd be surprised...Walgreens people do know what they are doing. I've had my immigration photos taken there in the past. They have instructions/training on how to take immigration photos.

Go to Sears and tell them you want Passport size pictures on a white background. They charged me $14.99 and gave me 4 copies in a photo envelope. I mailed 2 of the photos along with my N400 Application in the Photo envelope itself. If you wear glasses, do not wear glasses when the picture is taken. Insist you want PASSPORT pictures NOT INS pictures. INS pictures are side profile pictures which are NOT accepted for Citizenship applications. Also wear a colored shirt.

INS (now USCIS) changed rules. They no longer use side profile pictures.
