Citizenship for my daughter

Hello,

I am US Citizen for more than 3 years. I have applied for of my daughter for citizenship and she got approved. I have applied for the second one in Dec 2012. Both are daughter of my ex wife, both of them became permanent resident through me. For my second daughter, I was asked by USCIS to demonstrate that I am in custody of her as the divorce decree does not show who is in the custody of the daughter. She is 15 years old. both of them live with me in my house ( I own the house). She got her health insurance, dental insurance and life insurance with me through my job.
Please kindly advise what I can do?
what documents I should provide?

School records are usually accepted for this purpose.

How did your first daughter get approved without showing proof of custody? Did that happen when you were still married? And what was approved for her, was it the US passport or N-600 or both?
