After getting naturalised, can a US citizen parent apply for his minor son's passport at a US consulate abroad, or does the child have to be physically present in the US ?
The rumors are that the child needs a prove of a permanent residence form i-551 while in a citizen parent custody in the U.S. after naturalization. Thus this requirement is very difficult to meet at a consulate.
The child needs to be living in the US as a permanent resident with the US citizen parent in order to derive citizenship. So if you moved abroad, you have to prove that the child was living with you at some point on or after your naturalization and before you left the US.
