Citizenship application from a different city

Hello,

Just wondering if someone stays in Detroit, but files the citizenship application from Colarado / Iowa, can the person apply from other states to expediate the process.

The person will probably has to be resident, but that should not be too difficult.

I believe you can apply for xyz place but you have to be resident for atleast 3 months at xyz place. The proof of residence is the physical mailing address and utility bills which shows the residence address. The utility bills can be telephone bill and electricity bills.
