Citizen sponsoring parents from outside the country

As a US Citizen, do I need to be in the US to sponsor the greencard for my parents? Can I live out side the US while when I apply for their green card?

This section "The Physical Green Card" is for people whose green cards have already been approved, and now their only problem is with the plastic card itself, like their name is spelled wrong or they lost the card and need a replacement or it expired and they need to renew it.

You can apply from any where, but you need to intend a U.S. domicile to sign an i-864, or you need another sponsor.
