Citizen of Russia F1 to H1 stamping

I got my H1B from Oct 2008.

Is it possible for me to go to Canada and get it stamped? Are Russian citizens treated different? I have heard they run extensive background checks on Russian students. I have PHD in bio mechanical area.

Is there any tour operator who takes care of transport and logistics?

Any help is appreciated.

Canada had not been permitting COS stampings for third country nationals. You'll need to check. If your H1B is approved as COS, you do not need stamping to begin working; get it stamped on your next visit home. All individuals in certain sensitive areas are subject to security checks; many South Asians report delays so it is not limited to Russians.

What is 'COS'?

I am already working and I was planning to go to Russia for stamping but there are some health issues with my newborn so I am not able to go to Russia for now.

I asked about Canada because couple of years back I thought lot of people crossed into US from Canada/Mexico for H1B stamp?
