Citizen moving back to US with husband but currently abroad, how to apply for his green card?

Here's the situation:

Husband was in the US studying on a J-1 (Fulbright visa) for 3 years.
We were married in the US in 2012 and moved to Chile in 2013 right before his J-1 visa expired.
We have been living in Chile for the past 2 years, and I got permanent residency there. That's where we currently live.

Now, we want to move back to the US and I'd like to sponsor his green card so that we can move back together.

From what I gather, I fill out the I-130, Petition for Alien Relative, and send it to the Chicago Lockbox (there's no USCIS office in Chile) along with the E-notification form, supporting documents, and the $420 fee. Is that all I need to submit? No other forms?

I know that afterward, we will wait for him to be "invited" to have an immigration visa and to go through consular processes. What do those entail for a spouse, and when can we reasonably expect that he can start working with a green card in the US after submitting the I-130?
