Citizen living abroad wanted for tax crimes

But I heard the statute of limitation for tax crimes
is 3 years (maybe I heard it wrong), how come
he could be charged for filing false return in
1993-1998?

All people who got caught for not reporting overseas income
are famous and amounts of money involved are huge.
Is there any case some low-income folks get caught
for not reporting a few thousands bucks?
