citizen applying for PR of US for sister

I as a citizen of US am applying for PR (I130) for my sister and her husband and wonder if I need to:
1. compile all applicants togather - meaning her daughter and son who are married and are above the age of 21.
2. (Or) I need to first process case of my sister and her husband and then they can apply for their children

You can't directly apply for her daughter and son, and they can't join her as derivatives because they're married and over 21.

So you would have to choose #2. Also, she cannot file for her married children until she's a citizen.

Right now the category for married children of citizens has a wait of about 10 years, and the sibling category about 11 years.

So overall, that's at about

11 years for your sister and her husband to get green cards through you
+ 5 years for her to become a citizen
+ 10 years for her married son and daughter to get green cards through her.
