folks - i'm changing jobs ... can i claim to be citizen for I-9 based on approval letter although haven't been sworn in yet ?

could claiming that have adverse impact???

Just to be clear you should only mention permanent resident status. Claiming to be a citizen before the oath ceremony anywhere could result in your application being denied.

Also, theres no such status as "awaiting to be a citizen" ( for e.g., there is such a thing as "I-485 period of authorized stay" for GC applicants) - either you are a citizen or you are not. Recommend you state you are a GC holder, and add an addendum stating you expect to gain citizenship in the next x months.

Would recommend you claim to be a US Permanent Resident (based on your Green card) on your I-9. You can always update this information on the I-9 with the company to a US Citizen, once you have compelted your N-400 oath ceremony.
