Citation - Red Light Ticket

the ticket is issued to the registered owner of the vehicle. If you were driving that car at the time, you should report it because it is a citation and has the same legal value as one issued by a cop. It is definitely not like a parking ticket.

Check with your city. My city uses automated red light cameras but the tickets come as a city civil liability (essentially a locality tax). They are not traffic tickets per se because a summonable traffic ticket must be issued to the violator and these (like parking tickets) are issued to the vehicle owner. It is legally impossible to tell who was the violator in this regard.

My wife had one of those automated tickets. We went to the city safety center and the clerk explained the above reasoning to us. They never report those tickets to DMV, there are no points for these, the only consequence will be a tax lien on the vehicle owner if they do not pay.

Based on the above I would say it is NOT a citation and is not reportable on N-400. IANAL so disclaimers apply ;)
