CIA Name check??

Until today, I knew I was stuck in FBI name checks (through my senator, VSC, and infopass). Today I received a strange letter from my congressman.

It says the following:

"According to USCIS's Newark District Office, your CIA name check is still pending. Unfortunately, there is no way to predict how much longer the CIA will take to complete the check, as they must do a manual background check on everyone in the world who shares your name"

What is this CIA name check?? Did he mix up CIA and FBI or is this an additional security check?
 
If this is true, this may mean endless wait for people having common names in not just their home country but other countries too!
Can you call your representative to confirm if it was not a typo.

It looks like the secretary mixed up FIB and CIA.
The CIA doesn't take care of domestic affairs. Besides, if the CIA was investigating you, you would NEVER be told about it.

In the past I received the similar letter mentioning CIA Checks from congressman office. Later on I came to know that CIA database merged/linked with IBIS database. And IBIS is an internal security check of USCIS, probably done for EAD/AP.
But whatever it is, we have been suffereing in pain and delay. Who is going to eliminate this "Extreme Delay" causing enormouse frustration and pain to individuals is a big "?" mark...
Hope for good and wait for good.
USCIS knows better.
